For a WB‑SSC work‑education teacher you are currently on the Graduate scale; promotion to TGT‑level scale (Assistant Teacher) in West Bengal normally requires B.Ed plus satisfying the WBSSC Assistant Teacher eligibility (graduation/post‑graduation with 50% + B.Ed or 4‑year B.A./B.Sc. Ed from NCTE‑recognised institute). Agriculturere‑hons alone is not enough for TGT‑scale without B.Ed; if you do not yet have B.Ed, the correct procedure is to complete a recognised B.Ed or 4‑year B.Sc.Ed (Agriculture) course, then either apply for WBSSC Assistant Teacher posts (if age/other conditions allow) or await any in‑service upgrade/absorption scheme if your Directorate or WBSSC issues a notification for existing graduate teachers with B.Ed. Check your current service‑rules circular for any in‑service B.Ed facilitation and upgraded‑scale schemes, and if you are eligible, get B.Ed now and then apply for TGT‑grade posts.

As you mentioned that you have been serving since 2011 without B.Ed., your service benefits will depend upon the recruitment rules and Government Orders applicable to Work Education teachers at the time of your appointment. In some cases, old appointees were given time to acquire B.Ed. while continuing in service. If you were appointed under such a condition, you may still become eligible for TGT scale after obtaining the prescribed training qualification.
The usual procedure is to enroll in a recognized B.Ed. course approved by National Council for Teacher Education (NCTE) and complete it successfully. After obtaining the B.Ed. degree, you can apply through your school authority and District Inspector of Schools for grant of trained graduate scale or higher pay benefits according to the applicable rules.
