For judiciary exams or other government jobs, authorities are mainly concerned with (i) whether your final educational qualifications are valid, and (ii) whether there has been any suppression of material facts or use of false documents. Temporary enrollment in another course, followed by discontinuation, does not by itself disqualify you. However, if any application form specifically asks for details of all enrollments or educational history, you should disclose this honestly to avoid any allegation of concealment.
The issue of “simultaneous degrees” arises only when a candidate is pursuing two full-time regular courses at the same time in violation of rules laid down by bodies like the University Grants Commission. Even in such cases, the usual consequence is cancellation of one of the degrees if both are completed improperly. In your case, since you discontinued the NEHU course and did not obtain any degree from it, the risk is significantly lower.
